How this works: "Record baseline" snapshots each watch's stack with the current data's as-of date. "Check all for changes" recomputes against the latest snapshot and shows old-vs-new per layer. In this MVP the snapshot is static (2026-09-28), so checks will show no change — the mechanism is real and activates fully once the production daily pipeline publishes new snapshots.

Honest status: push/email alerts are not live yet. The production version runs on a daily freshness pipeline (Federal Register actions → rate engine → licensed-broker review → publish) that is still being built. Signing up reserves your spot and tells us which product categories to cover first.
